Vaccinium Corymbosum Blue Jay Blueberry

I bought this blueberry plant about a month ago and it is still in the pot and covered in flowers. Should I wait till  the plant is dormant to put it in the ground.

No, you can plant potted plants at any time as long as the ground is suitable.  For blueberries, that means your soil needs to be acidic, ideally with a pH of around 4.5.  If you have rhododendrons/azaleas growing in the area, you should be ok.  If not, or you are unable to measure the acidity of the soil, best plant them in a container of about 40 - 50cm diameter, filled with ericaceous (acidic) compost, which you can get from garden centres, if you have a local one which will deliver.
You can also get a rough idea of the type of soil you have by visiting this site and zooming-in to your location on the map.  Click the 'legend' button on the right to see what the colours mean.

A trowel in the hand is worth a thousand lost under a bush.
