What is the difference between the two, if there is any?

I am looking at for my house plants (non crop plants). When I look at different websites  I keep coming across these three and they all sound like they mean the same thing, so I wanted to see if this was correct or if there is a difference.

It depends on whether your houseplants are mainly foliage or whether they flower.  Feeds for healthy foliage have a higher nitrogen level or a balance of N,P and K.

Plants that flower need a bit more K (potash) which promotes flower and fruits.  P for phosphorous is for good roots and general plant health.
