David Austin Strawberry Hill Rose Help

Hi i've had my DA Strawberry Hill Rose for 2 years and its flowered really well. Now all my roses in my garden have all got new leaf growth but my Strawberry Hill Rose has only got buds, any buds that have opened into leaves have dried up and dropped off. Is there a problem and if so what can i do.

Has it been watered in the last month. We have had very little rain and pots are drying out.
