Centranthus ruber , I quite like them good for poor dry soil in full sun. I grow them on the road verge in hardly any soil and they put on a good show.
Yes, it can be a real pest if it likes the location. The seeds from someone else's are forever coming up in the slate chippings on my south-facing front drive. They produce tuberous roots which often stay after pulling them up. They also smell foul at certain times of the year. Many folk love them but not me, I'm afraid!
A trowel in the hand is worth a thousand lost under a bush.
They look good on ruins, old walls and derelict sites. Bloody pest in garden borders though, I agree with Bob! My mum has it and it always comes up where you don't want it.
