Sidalcea "Elsie Heugh" seeds not germinating

I sowed these just over two weeks ago. I read that they needed a period of chilling so I put them in the fridge for two weeks. Pressed down onto the soil. Lightly covered with perlite. Kept under my lamp, in our garden room. All my other seeds have germinated, but not these. Not one single one. What have I done wrong? Does anyone know how long  they usually take to germinate?

Some seeds do take a long time to germinate... a fortnight is pretty quick for many perennials.  It's not an exact science, either - my echinacea seeds say they can take 30 to 90 days to germinate!
Since 2019 I've lived in east Clare, in the west of Ireland.

Thanks @Liriodendron. I guess I am being impatient (90 days!!!). They seem to fall into the "easy to grow from seed" category in everything I've read, so I assumed that meant quick germination too. I'll wait a while longer.
