  Looks like Vinca minor (Lesser periwinkle.)

  I don’t think it’s a periwinkle. Leaves aren’t right? and it grows in sort of cascades

  I too thought Vinca.
  Please add more pics to show whole plant and clear close up to show flower/leaves.

  Definitely rules out Vinca.
  It looks like Phlox divaricata.
