Is it too late to sow chillies? When to move tomato seedlings outdoors?

I have sown a few last week; they haven't yet germinated. Shall I sow some more now or is it too late for chillies? 

Also when is the right time for the tomato seedlings currently on my windowsill to go outdoors?

    I think too late for chillies, Hope not too late for Toms, I've not done mine yet. The weather has been too good outside .

    Way too early for toms to go outside. You need to wait until late May, early June. They need to be frost free, and night time temps need to be close to the teens.

    I only sowed mine about a week ago  :D
    It's a place where beautiful isn't enough of a word....

    I've already started taking tomatoes out during the day and taking them back in during the night. Two days ago, I forgot them outside, poor tiny seedlings, but the temperature was around 11° and they are fine. Much lower night temperatures are expected in the next few days.
