Rowan tree dying

Hi. I planted 2 Rowan trees 2 years ago. One was planted in full sun and is thriving. The other was planted in a shaded area of the garden in clay soil that tends to gets waterlogged. Last year they both grew significantly and looked healthy. This year the one in shade has not grew any leaf at all. Has it died or could it be saved/moved? Any help would be hugely appreciated. Thanks.

    It might just be later coming into leaf. I have two young rowans in pots (different varieties) and while one has started to leaf, on the other the buds are just swelling.
    Doncaster, South Yorkshire. Soil type: sandy, well-drained
