Scale insects on rose

I've managed to catch them while they're still soft and rubbed them off with a soft dry toothbrush.
Most of them fell onto the soil in the container.
Do I need to spray them on the soil or will they die anyway?
In London. Keen but lazy.

    I'm going to,squirt the soil just in case.
