Grass seed on stoney ground

Hi all,
I would like to grow grass in the area from the decking to the wall and garage. Driveway blocks have been removed from from this area and it leaves a fine gravel which seems to be a few inches deep and then it seems to be hardcore after that.
My question is, would I be able to grow grass on this area with a layer of topsoil on top of what is already there?
