Springs move around, certainly in my part of the world. I can't imagine how Welsh Water could sue you for negligence. It would be worth finding out what the protocols are for both bodies when springs suddenly appear. I agree that it's worth finding out if it is in fact a spring - creating a new stream, by the sound of it.
It's an interesting question re litigation and responsibility.
