Oh my. That is certainly Melianthus major. If you want to make it look better, cut back the stems to ground level in late autumn. It will regrow new stems from underground. Also you wouldn't then have to stake it, though it takes up quite a bit of space. One of my favourites.
I've never tried growing it from seed, but it is a perennial and survives for many years. I did find this info which may help you: 'Sow seed indoors 6-8 weeks before the last frost. Fresh seed germinates in 3-4 weeks. Keep moist and barely covered with soil, as light enhances germination'
