There’s a few things that look like that ... Sweet Rocket Hesperis Matronalis is the first one that came to mind.

I think it's a Digitalis species. Possibly lutea?

. Interestingly I planted digitalis purpurea there a few years ago but they didn’t seem to come back

I have D. lutea and D. purpurea close together in my garden and now have a hybrid lutea which is flushed with pink!
