Was this a plant found in UK?
When you zoom in to the pics and enlarge I can see small white flowers.
Doesn't look like Fuchsia.
Please may we have clear close ups

I'd guess at some variety of shrubby salvia.
A trowel in the hand is worth a thousand lost under a bush.

Sorry but I disagree.
Cistus have largish flowers. Flat, open...see pics below
