Problem with rose plant

Hello, can anyone shine some light on my rose pant - pictures below. This is on one of the main stems but there's another one which there is healthy growth.  Thanks!

    I can't see any major problem (other than the compost looking a little dry) ... what do you think is wrong?

    Do you have the name of the rose?

    Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.

    It's a rose called Nostalgia. Perhaps as you said, there's nothing wrong except not watered enough. :/
