Sage isn't always hardy, so it may be down to your conditions, especially if you have wetter soil. They don't like that. I can't have it here unless I overwinter it undercover. If you leave it a little while, and there's green growth lower down, you can trim it back to that. It certainly looks like it is a bit greener lower down in the pic, so you should be able to remove the damaged/dead foliage. The verbena should be fine - again, it's just weather. You can trim them back to a decent bit, if there is one, or leave it a little while longer and then do it. In very cold, wet conditions, they don't always survive. If you can take cuttings each year, it gives you extra stock for backup
