    That's always been my understanding @Dovefromabove :)
    The majority of the reporting is advertising/spamming, hence flagging, but occasionally the troublemakers who return under different names to cause bother [usually in the middle of the night] require a different approach - hence the reporting. 
    It's a place where beautiful isn't enough of a word....

    I think the circumstances just now mean there are shortages of staff - as in almost every organisation and business in the country.
