Cherry tree slowly dying

I’ve only got one photo, but would anybody know what may be killing this tree please?
It’s in my neighbour’s garden. Recently swapped by cherry laurel, which has since been cut back so that the tree finally has some floor space around it. 
There is a large, metal bike store right behind the tree, taking away more ground space where water cannot deep down.
Many dead branches even last year, no blossom this year and not many leaf buds coming through.
In the fork of the main trunk, you can see some odd, dark patches of bark, that look a bit sappy/sticky.

    Is it possible for you to get some more photos?  Close up of problem area plus a pic of the whole tree?

    Thank you, that’s very useful. Looks exactly like what next door’s cherry has.

    Even worse this year that last. All branches about 2 feet from the tips are dead. One whole blossom cane out. A smattering of new leaves. Makes me sad to see a plant suffer like that 😔
