Hmm. I wouldn't keep that plastic over them. As soon as seeds germinate, they need to be uncovered. All that moisture inside the bag can lead to dampening off/rotting.
Those seedlings are as @Dovefromabove was describing - they're just the seed leaves. You need at least a couple more sets of leaves before transplanting, and little clumps are definitely better, and easier to deal with, than single seedlings. I sow a pot - 3 inch, then when I can barely see any soil for seedlings, I split them into three [usually] and each clump goes into a pot the same size as the original. I don't do anything to them after that, apart from the odd watering, unless I haven't used them enough, and in that case, I might pot on again into slightly bigger pots.
It's a place where beautiful isn't enough of a word....

Thanks to all your guidance Fellow gardeners, oh hope your daughter is back on her feet again Fairygirl , OH is trying to follow Monty from last Friday night where he had a Single Basil plant in a pot and it kept him supplied for a while, anyway will keep you up to date as things progress .
