It looks very much like my ceratostigma plumbaginoides, a semi evergreen sprawling suckering plant with bright blue flowers on tips of stems in late summer/early autumn, after which the leaves turn bright red, then fall. It looks horrid throughout the winter, I cut mine back earlier, as it regrows in late spring.
It's different from the more common ceratostigma which is more bushy.
