    As long as energy is going into those side shoots less will be available for the canopy so I would remove them carefully with my fingers or sharp secateurs and without tearing the bark.  Then it's a case of being patient and waiting to see how the canopy responds.

    Try giving it a good drink of water laced with some liquid seaweed or tomato fertiliser and then be patient.   Wait till late May to remove any bare stems from the canopy so you don't risk removing dormant or late viable buds.
