What's wrong with this tree?

Could it be cats spraying it?

    It is dying.  The bit that has gone brown will not green up again, no matter what you do to it. You could cut the brown bit off to leave bare branches.

    Very happy to be corrected, but I'm pretty sure that's NOT due to cats spraying it.
