    Pittosporum?  Fairly quick growing and evergreen.

    I would say Portuguese Laurel is the best shrub for what you want. But something like Cotinus Coggygria, Smoke bush would also be fast growing and fill out nicely, but it’s not evergreen.

    My Choisya ternata is about 2 metres high.
