Pear espalier needs help

Can anyone advise how/if I can salvage my attempt to train a pear tree into an espalier? I got as far as training the first 2 lateral branches, but as you can see (photo attached), one of these is shorter than the other AND the central stem has shot up and failed to develop another set of 'trainable' laterals. What can I do???
