Weed proof fabric..

I'm not sure if I've put this in the right category but just after opinions... so we've moved into a rented property where we can do whatever to the garden within reason. So I've dug in a new border along the back of the house to be a pollinator beacon (hopefully!)  but whilst digging came up against a lot of weed proof fabric. So I pulled it all out. There were weeds on top of it and growing around it so it wasn't doing much of a job. A poor rose had a big horizontal root going over it into the soil a couple feet away. No worms. Surely this stuff is bad?  I might be looking to feel better now I've got rid but what do you all think?

    And they are not very weed proof as you've already found! The only stuff that we have found that is, is a very tough root-proof one called 'Terram' but it only comes in big rolls and is very expensive. Made for keeping tree roots under control.
