Bringing last year’s unplanted plug plants back from the dead

For various reasons, I was not able to plant the many seedlings and plug plants that I had cultivated last spring and summer.
They have sat outside since autumn and have been subject to lots of rain.
Do I assume that they are all dead?
Or is it worth bringing them indoors now in the hope of somehow resuscitating them?
Or should I just give up, and reuse the plant tray for new seeds?
