Old Tree Heather

I have a white flowered tree heather of unknown age, but certainly older than 10 years, which has grown to about 5' high and flowers profusely in the late winter/early spring. Its looking a bit ragged now and bare at the base, and its really got too tall, can it be pruned back? will it regenerate from old wood? and when's the best time to do this?
