  I also think it’s a hebe, but I don’t know which one.

  Agree, a hebe of some sort.   Maybe try again with a picture in focus and an idea of flower colour, if known.

  For sure it is a hebe. I had a self sown one in my garden and it is now doing well in a pot. I think the leaves on mine are rather smaller
