Cutting back Robinia Pseudoacacia (Lace Lady)

The Lace Lady in our front garden (street) is becoming too large, reaching into the pavement and our access - I am looking for advice about cutting it back.
Is this a good time of year?
I have read I can be quite hard with it?
When it has leaves, it has a nice shape, with the twisted branches and the curly leaves hanging low, except it is also bare quite bare and empty underneath.
