What king of insect is this and how can I get rid of it?

Hello,

My Aurelia tree has a dark red bug/fungus that keeps growing on it. The bug/fungus looks like tiny dark red dots that sometimes have a white ring around them. I find it on both the tops and bottoms of the leaves, and on the stems. A gardener came and has been putting insecticide spray on it for a few months, but the bug keeps coming back. Can anyone tell me what kind of insect this is and how I can get rid of it?

    scale insect. Dab a cotton bud in meths and rub it over them

    Meths is methylated spirit. A type of alcohol used for cleaning and fuel. Personally I can't stand the smell and it lingers in the house so I use surgical spirit instead.
    If you can keep your head, while those around you are losing theirs, you may not have grasped the seriousness of the situation.

    I don’t like gin, and was given a bottle many years back so reckon I might as well use it for somethimg.
