lavender hedge

We inherited an established hedge. I said it needed to be cut back hard to my partner who interpreted this very literally and cut back all the growing shoots and has left a rather woody dead looking line of plants. Do I need to further take this back to almost ground level or hope that Spring will do it's thing?? Is it salvageable?

    Lavender does not regrow from the wood.  There has to be some leafy stem left behind.

    Leave it till spring just in case but be prepared to dig it all out and re-plant next spring.
