Is this Fennel?

This has sprung up alongside some Fennel. Is this also Fennel or something else?

    no, I think that's Erigeron canadensis or similar species, a Fleabane

    Weed.  Pull it out before it seeds or you'll have it forever.

    Yes - definitely not fennel. I'd agree with @nutcutlet that it's a fleabane. 
    It'll seed everywhere, so you may want to pull it out to prevent the other planting being swamped. 
    It's a place where beautiful isn't enough of a word....
