Fallen leaves

A few of my balcony potted plants are deciduous and the withered leaves fall into the pot. My question is should I scoop them out or leave them in the pot. Would they act as protection over the winter.

I would remove them.

Dead leaves in pots etc will provide snug homes for slugs. ☹️
