I remember at college we visited a place that had once been a gravel car park that had reverted to grass & wildflowers, all by itself.
If you want to leave the hardcore in situ, you could break it up and add organic matter, and then plant things that like good drainage and poor soil. You wouldn't be growing roses and hydrangeas but there are plenty of other things to grow.
