Climbers

I'm thinking of planting a clematis tangutica and a blue passion flower climber to cover an arch. Is it still ok to plant them now?

Assuming the plants are both good sized specimens, and the site they're going into is suitable, then yes - it's a very good time  :)
They should get their roots nicely settled in before the winter, and be ready to go next year. It's only unsuitable if they're small - and in that case it would be better to keep them potted, potting on as they grow, and planting out next year.

A couple of potentially very vigorous plants there, might lead to problems when they grow.
