Blade notches: repair or replace?


I got these telescopic shears in April and used maybe three times when I noticed they would not close properly. Low and behold there a notch in the blade that’s catching.
Is it worth getting some kind of whetstone to sharpen it out?
I could probably use the same to sharpen the mower blade, but I expect it’s cheaper and easier to replace.
They were only £12 but given how little I use shears I didn’t see the point in investing at the time.

Ive been into gardening for a couple of years and am looking at a small amount of topiary so I’m happy to invest in better tools too.
