A bit of evergreen groundcover, and even things like crocus will all help to give some support. Some of the smaller grasses, and euphorbias, are also good. Many of those like a drier aspect which suits tulips too. I've got dianthus among some of mine too.
The really small species tulips are pretty good at withstanding wind though.
