We kept the tree street sapling nearest to our house alive last year and this year with the odd can of water poured down the tube. Many other local plantings died. The thing is, with street trees, you can't see how dry the ground is because it's covered in tarmac or whatever. A simple gauge to show that water is needed ( blue ok / red water is needed) would be useful. It would need to be large enough to be seen by a passer-by. Then people could give it a drink when necessary. This might also foster 'ownership' of street trees.
