Had this in the border over the summer.  To me, the flowers didn't come.  There were dark brown flower buds which never opened.

Can anyone id the plant for me, please

    Looks like Artemisia Ludoviciana... Did the flowers look like tiny yellow poms at any point?

    cassie.a.stewart and WillDB, Thanks for your responses.  As I said in the post, the flowers didn't colour up.

    I'll have to do some research as the plant is in a West facing border.  Not sue if this is its favoured position.
