Perennials are ideal as they will be growing well at around the same times as most tulips, and they'll take over and continue the succession of flowers. Hardy geraniums, for instance. They will also cover the dying foliage. You need plants which will enjoy similar growing conditions - Veronicas, Salvias etc, so look for that type of plant. Evergreens like Euohorbia work well, as they like similar conditions.
Annuals wouldn't be ready at that time of year though.
