Black bamboo

morning, we have a lovely Black Bamboo however it's becoming rather invasive and is also sending up suckers through the neighbour's lawn and as they have a couple of young children I need to do something about it. It's quite a sizeable bush, is it possible to either transplant or salvage some of it ? Regards next door I can go and cut off the offending shoots below the surface of the lawn  for now but if all else fails I'm afraid it will have to go, thank you
