    I think it's hibiscus?

I reckon it's Hibiscus "blue bird" or "Oiseau Bleu"

Hardy, easy to grow, self seeds when happy.   Shoudn't need any pruning except, in late winter before the sap starts rising, to maintain shape and size if it's getting too big.

Having said that, one of the first magazines I bought after moving here said I could prune my hibiscus back quite hard so I tried it on a pink one and it was OK.  The blue one wil get a trim this coming winter.
