Can I sow seeds in a metal shelving unit

I was thinking I could line and sides with weed fabric, lay the shelving unit down flat, fill it with soil and sow. What do you think? Will the metal rusting in the rain be issue?

    Don’t really understand that, seed trays need filling to the tops, that would take a lot of compost to fill those to the tops.  but why not use it as it is and put your seed trays on the shelves then plenty of space for potted on seedlings after germination. .
