Cherry tree roots are often very near the surface of the soil. If they get nicked by the mower or caught by a spade, they start to grow leaves. If you follow those shoots down to ground level you'll probably find they are springing from a horizontal root; try to pull the shoots off the root, then they're less likely to grow again.
