Can anyone tell me how to improve the health of this plant?

Is two years old. Against Wall in West facing garden so gets morning sun. Is it under watered? Over? Pot bound?
Any advice gratefully received. Am a beginner so know little. Don't even know what type of plant it is?
Thanks in advance.

All I can tell you is that is a palm. Possibly Chamaerops. Search the RHS website for hardy palms and they will give you more information.
Certainly the pot doesn't look big enough. I would pull off the dead lower leaves as well.

East facing walls get Sun in the Morning and West facing in the afternoon, don't they 🤨

Think it's Trachycarpus. I would pot it on in a larger pot with fresh John Innes no. 3. Make sure the pot is raised up off the ground slightly for drainage. Cut away the oldest, most sickly looking leaves right to the stem. Keep it somewhere sheltered in a little shade, morning sun probably isn't ideal as it can worsen frost damage.
