There's a few horse chestnuts growing where they've seeded and no one has dug them up, they will grow anywhere. But if you want a big tree it will need space.
If you ask the council they might find you somewhere to plant them. I know if someone wants to grow things the council has a duty to find somewhere to grow things.

I think the council's duty is limited to providing allotments for people to grow food for their own household's use. I think there are rules about growing stuff to sell.
There have been amendments to the legislation since, but that's the link to the basic information. Pretty sure that the establishment of a woodland on an allotment is not allowed.
