EFCO LR55 DRIVE ISSUE

Never come across this......
I've just brought into the workshop a Efco LR55 4 in 1. No box and drive not working. Starting to investigate drive a came across a drive system I've never worked on before. I understand the concept but apart from changing the belt I can't see anything wrong. The speed shift works but again drive not run. Has anyone worked on these before who can give me some pointers please.
