If you look at the post, 'Am I growing the world's biggest weed' you will see what a buddleia can do. Yours is just setting in so give it time. Don't over water and I would stop feeding it this year. They are pretty tough.
Ok thank you. It is planted close to a rose bush which I understand will need watering but I won't water the buddleia directly and hope it doesn't completely die off. It was the silvery colour that was worrying me and the leaves dissolving
The silvery leaves are new, young ones - it's like a protective, slightly furry layer on them. It rubs off as they get older. So it's a good thing you can see silvery leaves cos those are recently produced by your plant, suggesting it's happy.
The little holes in the leaves have been chewed by some bug or other. Unless it's still there, munching away, you won't be able to identify it; if you can find some slugs or greenfly you can remove them, of course. Encouraging wildlife in your garden (eg by feeding the birds) will help with greenfly and caterpillar control.
You'll know if your buddleia is short of water because its leaves will hang down and it will look unhappy...

It’s been chewed, no problem, we all have a bit of chewed somewhere in the garden.your plant will be much better once it’s out of the pot, they are better suited to the open ground, no feed, they don’t need it. it looks like there’s some mildew on the stems, do they look silvery and a slight bloom on them? I would cut it back to decent green leaf growth at a joint where fresh leaves are coming out, you may get some more flowers on it this year. Next Spring cut it right back almost to the bottom, it will thicken up and be loaded with flowers.

I suggest you think about moving it in autumn once it's dropped its leaves. Roses are hungry thirty plants that need rich soil and/or good feeding and watering to flower well. That is not compatible with your buddleia so try and find a place that would be better for it. Meanwhile, just keep removing spent flower and it will produce more. Only water it if the leaves go limp from thirst.
