Unknown fungus in soil and roots

While clearing a patch in our garden I have found a white fungus growing on the souls and rotting the roots is shrubs. The rot has go so much into the roots that some plants could be pulled out with little to no force. 

Does anybody know what this growth is, is it dangerous and how can we remove it?

    Look very closely at the white stuff. You may be able to see tiny little insects. If so then what you have is a bad case of root aphids.
    If not then it is as you say a fungus and probably there because the roots have died, rather than the cause of them dying.

    No insects so that’s why I presumed a fungal issue. The plants involved flowered heavily this year and appear to be growing. I’ve cut back one of them after it finished flowering a month ago and it’s started growing back already.

    It might be a type of natural mycorrhizal fungi and actually helping feed the plant:
