Advice on overgrown garden

Please advise as you can see although I have foliage at the front and above there is nothing below or behind. New to gardening should I cut the shrub below to enable me to plant below and behind or just leave the foliage as it is.

    You could 'lift' the foliage of the shubs a little, exposing bare stems at the base. That would allow you to plant beneath, but you'd be limited to plants suitable for dry shade if they are to thrive under there. I'd proceed with caution unless you are determined to underplant the shrubs... they look pretty nice as-is.

    I agree. They look like happy healthy shrubs doing just what they should. I would hesitate to cut bits off the bottom because not much will thrive there.
